Agenda 21 is a comprehensive plan of action adopted at the United Nations Conference on Environment and Development (UNCED) held in Rio de Janeiro in 1992—commonly known as the Earth Summit. It is a non-binding, voluntarily implemented action plan that aims to promote sustainable development globally, nationally, and locally.
